Post subject: what to do in this situation?

Unfortunately there is very little you can do about it. Even with a release form, it would be the time and money to resolve the situation. The photographer, no doubt, has taken this into account also.
I worked with a photographer in LA on a test shoot (which I don't often do), as he had good contacts with editors and had shot for some big names. I only got 2 images, which I had to save from his site, as he wouldn't give me them. These are the only 2 I got through saving them myself.
At the end of the day, all you can do is be weary about who you work with in future, and check references from models he's worked with. Also, be VERY clear about terms early on. I know it's frustrating.
